Camera works fine on base 13MP resolution but not on lower ones

Camera dims dark for 16:9 aspect ratio resolution (e.g. 9.7 MP) but works fine for 13MP (4:3 aspect ratio) on my Redmi 3 Pro. Note that instant switching to 9.7MP allows shooting and problem is not seen. But once you minimize/close camera app and open it back, the effect is seen.

I guess logcat wont help here so I have added a screencast that illustrates the issue.

Replication steps

• It happens while using camera outdoors in presence of sunlight
• Open camera app (in 13MP)
• switch to 9.7MP (16:9) resolution
• Take snaps, it will work normally
• minimise/close the camera app
• restore/open camera app
• now screen will brighten up first and quickly dim dark afterwards

Bug Report & Feature requests

1.When the phone is plugged into a charger and rebooted it no longer charges when it boots up. The status in settings says it is charging but when I measure the current with a physical usb current tester it is only .09a. I tried this with different chargers and cables. All the chargers were 2 amp. With CM13 the charging after a reboot works correctly. Thanks.
2.I've got an issue with bluetooth and it's been an issue since I moved to CM14.1. It just randomly disconnects, i've done a clean flash and it's the same on a vanilla install. Great rom apart from that issue.

8.When Using GApps (micro version,170108 version), There's so hot of my device.CPU USAGE TOO HIGH!THAT 2MINS WENT TO 50 DEGREES.

FingerPrint Not really working CM14.1

• After rom installation, there is no fingerprint setup wizard.
• in setting there notification to setup fingerprint
• Insert pattern/password/PIN, fingerprint not vibrate when touched

Stuttery media playback

Getting occasional clicks and pops during media (usually music) playback, which is more prominent during heavy phone usage. Tried different players, even ones with custom codecs, tried disabling/enabling OpenSL, removing deep_buffer, issue still persists.

Can't use call and message.

In cm (lineage) 14.1, can't call other or receive calls. Also can't send or receive messages. Mobile network only can use LTE . Can you fix it? thanks
