Support multiple ALPNs

The proxy only supports listening on one ALPN, and the connections it creates also use the same ALPN. Support listening on multiple ALPNs and using the negotiated ALPN as the ALPN on the connection to the destination.

Support 0-RTT

Support passing through 0-RTT data and resumption tokens.
Resumption tokens might require delaying the creation of the connection to the destination so the token can be set on the connection before calling ConnectionStart

Close both connections on StreamSend failure

If the StreamSend call fails, only one of the connections is closed (the peer's connection). This will leak the other connection. Find a place to store the stream's parent connection handle on the stream context (not just the peer's connection handle).

Support multiple QUIC versions

Support configuration for multiple QUIC versions and use the negotiated version on the connection to the destination.

Version negotiation is not possible with proxy, since it can't forward the negotiation between the two parties.
