deprecation of graphite-web in gentoo-main-repo

dev-python/django-tagging and net-analyzer/graphite-web are being deprecated, because dev-python/django-tagging is no longer compatible with python3.11 and unmaintained (according to Bug 897056

For the time being I try to stay on python3.10 for net-analyzer/graphite-web.

When I have time, I will either
a) reintroduce a python3.11 compatible fork of dev-python/django-tagging
or
b) switch to app-metrics/carbonapi-web and app-metrics/carbonapi-booking for Graphite for Icinga2

upstreaming to ::gentoo?
