Coincidentally, just a few minutes ago I found a way to unblock myself on this, which was:
resource_types:
- name: slack-notifier
type: registry-image
source:
repository: arbourd/concourse-slack-alert-resource
The thing which fixed it was type: registry-image instead of type: docker-image. Which obviously isn't related to this specific resource, so my bug report here was probably unnecessary. And now that I have gotten it working, I'll go ahead and close this.

Hey John, sorry you're having issues with that. The resource you were using before is actually a fork/rewrite of this one in Rust, which added a few more features.
The error isn't from this resource but from Concourse itself: https://docs.concourse.farm/workarounds/version-missing. Are you sure that the resource type, and source is correct? Did you try to renaming the resource from slack-notifier to anything else to test your cache hypothesis? Are you sure the machine is able to pull images from Docker, and/or did Docker have an outage when you last checked?
