Add confirmation/feedback when auto-proxy is enabled

Current behavior: When running !auto latch there is no feedback for the user regardless of whether it enabled itself.

Proposed behavior: Have every proxy bot that responds to it react to the !auto latch message with a ✅ or similar emoji. This provides two pieces of information that may be useful to the user - one, that latch mode was successfully engaged, and two, a list of every proxy bot that respects the auto latch setting.

Allow a customized 'default' status/presence for a proxy

Current behavior: All bots, upon a boot or a reboot, default to either sync or online, and any custom status they had set is wiped.

Proposed behavior: A config setting for setting a bot's default presence and status on startup for the bot. This would be especially nice to be easily configurable via systemd unit. This is useful for systems with large amounts of proxies, to prevent needing to manually run high amounts of !presence commands every time there's a reboot or network disconnection.

Autoproxy will proxy ! commands to other instances

Replication:

• Set autoproxy for instance A
• Issue a command to instance B, such as b!nick something
• Instance B will follow the command, and instance A will proxy it
