Update gammapy to v1.2

New Observation algorithm is slow

It seems to be a couple of orders of magnitude slower. Let's investigate and see if we can speed it up.

Absorbed spectra are not following expected behavior

EBL absorbed spectra are providing better sensitivities than the same spectra without EBL absorption. This is not expected behavior.

Add fetching of energy limits to IRF class

Try adding gammapy sensitivity directly into the observation calculation

Gammapy can calculate sensitivities. Let's try incorporating this directly into the observation calculation.

Update visibility determination

There are four possibilities of how the photon flux sensitivity curve and average fluence curves interact, keeping in mind that the latter is not necessarily monotonically increasing:

1. average fluence is monotonically increasing -> intersection point is moment of detectability
2. average fluence is always above the sensitivity curve -> immediately detectable
3. average fluence is always below the sensitivity curve -> never detectable
4. average fluence crosses sensitivity curve multiple times -> first point where it is above sensitivity is the moment of detectability

We've realized that case n.4 is not always properly handled while case n.2 is not not handled at all.

CTA IRFs having issues above ~12TeV

Currently the zero-finding alg is a custom-written bisection algorithm. Let's try implementing something from scipy.
