DataLayer ordering

make sure alert, event, etc. geometry_collection is valid

need to upgrade Django to 4.1 to take advantage of:

if a routing_key is removed from BINDING_KEYS, does that key get removed from the configuration in RMQ?

cameras: media & alerts

Here's how I think it should work...

1. camera detects smoke/fire
2. WV publishes a message to the queue
3. in addition to some high-level details, that message includes a URL to retrieve the actual image
4. Dashboard receives that message
5. if the smoke/fire is new (ie: if there is no CameraImage which overlaps in time/space) then the Dashboard API creates a local Alert - either there and then, or by issuing an alert message
6. regardless of whether the smoke/fire is new the Dashboard API creates a local CameraImage

...or, instead of creating an alert locally, in step 5 above the Dashboard API publishes a message to the queue w/ the routing key "alert.astro." which means all alerts come in the same way.

remove the distinction between local and remote users

Since I only ever have remote users (apart from the admin), it is just a needless complication and an extra db query.

add default date filtering to AlertFilterSet

should filters be applied on non-list views?

conventional wisdom says no.

but DRF says yes.

And if they are run, then my use of default filter field values causes issues.
