[BUG] restarting pm2 services or server breaks connection to quirrel

The connection to quirrel is lost when the pm2 services are restarted or the server reboots.

[BUG] Change ubuntu reboot time to iso string

Not a bug, but data will be more consistent.. We should convert the linux reboot time to iso strings:
