Upgrade to 0.18.8

Upgrading to 0.16.6: mkdir /pb_migrations: permission denied

Hi,

I've been using your wonderful docker image for a while, thanks.

This evening I decided to upgrade from 0.14.2 to the latest 0.16.6 and got the below error.

I don't believe this is a permission error with my setup, I've done multiple upgrades previously without any problems.

Any pointers would be appreciated.

[question] Duplicate checkout action

Hey there!

I just browsed through your repo and noticed that you inserted the actions/checkout action twice:

uses: actions/checkout@v3

In addition, I am not sure if you even need this action as this should be done automatically (from https://github.com/marketplace/actions/build-and-push-docker-images):

By default, this action uses the Git context, so you don't need to use the actions/checkout action to check out the repository as this will be done directly by BuildKit.

Let me know if I'm wrong 🙃 .
