Improve configuration loaders

Ideally the .yapsy-plugin file should be merged with the .chatterconf, however this isn't particularly important. In addition, plugins shouldn't have to explicitly specify their name to get their settings (and it's a security issue too)

This could read the JSON of the .chatterconf which would contain help messages for all commands, in order to provide standardised help commands.

If pluginAdmin experiences a bug, the whole bot cannot reload and would require a "hard reboot" from the command line. Therefore, it's important that it's stable.
