Upstream `sancus-compiler` not working

check commit 4e4edda.

Using the upstream sancus-compiler makes Sancus modules crash when calling set_key. Not sure what is the source of the problem.

Sancus fix

Build fails because Sancus installation crashes (some issues with the latest merge for Aion)

Monitor the situation and in case fix the Dockerfile. Also, check if we can get rid of some stuff (e.g. verilog)
