Add an idiom for finalizers

At the very least, it should be straightfoward to write a Handler that sets a finalizer if unset. It's worth thinking about ways to make removing finalizers simpler to write as well.

Configurable resync period for FileInformer

The FileInformer currently defaults to a 1m resync period. This interval should be configurable when creating via the factory, so that different files can have different fallback resync periods.

Local integration test suite

There are unit tests for these packages, and examples for most of them, but we should have an integration suite testing features against a kube cluster.

These packages do have good coverage indirectly via https://github.com/authzed/spicedb-operator, but relevant tests should be consolidated into this repo.

Add helper to remove client-side rate limiting

restConfig.Burst = 2000
restConfig.QPS = -1

We use this in several places to remove client-side rate limiting.

Eventually I expect client-go to default to this (or detect if APF is on): kubernetes/kubernetes#111880
