Create hello world arduino project

This project should:

• Initialize CAN1 (integrated twai ) with a baud rate
• Initialize CAN2 (MCP2515) with a baud rate
• receive a message on CAN1
• broadcast it on CAN2

Upon each message, it should:

• flash the onboard LED.
• log the activity via the UART debug

Signal mapping:

• Debug UART RXD - RXD0 (pin 36 on ESP32)
• Debug UART TXD - TXD0 (pin 37 on ESP32)
• LED: IO2
• MCP2515 IRQ: IO3
• MCP2515 CS: IO10
• MCP2515 MOSI: IO11
• MCP2515 MISO: IO13
• MCP2515 CLK: IO12
• CAN1 RX: IO6
• CAN1 TX: IO7
