Switch to WinGet CLI

I plan to completely switch to winget once it irons out few more issues.

v1.0 is fantastic, but the process of updating via --all is not great. This is not the fault of Microsoft. Some devs truncate their app versions (1.2.3 -> 1.2) and therefore winget thinks there is a new update available. As soon as this issue is fixed, I'll completely switch to winget.

Unfortunately, this won't happen anytime soon. As of writing, said bug is not fast-tracked under v1.1 target, so there's no ETA on this fix.
