Litecoin support

any plan to support also the Litecoin format?

Please allow bech32 to be larger than 90 characters

I'm writing a gem to decode lightning network invoice which is bech32-encoded string.

I find it necessary to make the decode method in this gem to allow bech.length > 90 in order to decode LN invoice defined in BOLT #11

I think it's most acceptable to allow users to choose max length like this.
What do you think about this?

Regtest address support

Instantiating Bech32::SegwitAddr with a regtest address fails 'Invalid address' error.

Fix tests for non-v0 witnesses

As per Sipa's update, the witness version 1 through 16 modified to encoded as OP_1 through OP_16 opcode.
