Can't create a new conda env: InvalidArchiveError

@rbavery thanks for raising this. It seems like some of the cached packages in /anaconda/pkgs are causing an issue. Even using

conda clean --all -f

Did not fully clean them. Therefore, I did

sudo rm -rf /anaconda/pkgs

Which cleaned them out. I was then able to successfully create the conda environment:

conda create -n py38 -c conda-forge python=3.8 toolz hyp3_sdk rioxarray geopandas pandas

We will work on a fix in the next release.

This issue has been fixed. New DSVMs deployed will not have this issue.
