Complete the `file_fields` collection - create the `media_library.config` field

This field requires manual editing of the file until decaporg/decap-cms#5489 is complete.

Allow for multiple CMSs from the same Hugo install

Currently the module reads the same data/netlifycms/config.yml file regardless of where the content page with type = netlifycms lives.

The folder collection cms.yml is configured to produce content at content/{{backend.repo}}.

• Create or patch the single layout to generate ./config.yml from the content file instead of from data/netlifycms/config.yml

Doing this will remove the dependency on @theNewDynamic/hugo-module-tnd-netlifycms

Polish fields on files collections vs files within

fields associated with files collections vs files within them

Fields definitely do not belong with both, and will be removed from files collections first.

The rest of this issue becomes testing the effects of summary, preview_path, label, and label singular fields on each.

Clean up list types, sublists, sub objects

Improve Performance

With all of the nc-admin collections enabled, the config.yml file has ~70K lines of Yaml, slowing down the CMS by ~10s per load (every file change while hugo server is running). This is improved by making fieldoptions/fieldTypes.yaml string fields instead of select fields with 15 options. I suspect using http://yaml.org/type/merge.html as seen in https://github.com/netlify/netlify-cms/blob/master/website/static/admin/config.yml#L16 will speed things up.
