What does POWERCFG /LASTWAKE report (from command prompt)? For example, putting my machine into sleep and touching a mouse button afterwards gives this:

Its telling me that something USB woke the machine - in my case I know I touched the mouse button.

Its common for wake-trigger events to make Windows machines look like they are having sleep problems. Start with this and troubleshoot from there.
