Create and publish Conda package
Set up an automated build process to publish bcbio-utils in Bioconda (depends on #1).
Clean up and update code
- update to Python 3
- make sure every Python script passes flake8
- make sure every shell script passes ShellCheck
- add flake8 and ShellCheck to
environment-dev.yml? - add Travis CI integration (flake8, ShellCheck and test repo install with conda)
