Welcome users when they open their first issue in your repository

new-issue-welcome

a GitHub App built with probot that welcomes new users when they open their first issue. You can use this welcome message to provide links to resources like the contributing guidelines, code of conduct, etc. It should be located in a .github/config.yml

Usage

1. Install the bot on the intended repositories. The plugin requires the following Permissions and Events:

• Issues: Read & Write
  • check the box for Issue events

2. Add a .github/config.yml file that contains the contents you would like to reply within an newIssueWelcomeComment

Setup

I'd like to use this in an organization, and define a default welcome config for repositories in a .github project as described in https://github.com/probot/probot-config#recipes. Is that an enhancement you'd be open to?

.netcore3.1-angular8 project takes too long to publish

I'm trying to publish a .net core 3.1 - angular 8 project. The build time is less than 30 secs but it is taking 30 mins to publish. Any idea why it is taking so much time to publish?
