Convert CLI from argparse to Click

Description

Adding command line tools requires too much boilerplate, and the current implementation with argparse does not allow for embedding of new commands through plugins.

Acceptance Criteria

The existing CLI capability will be replicated in Click, with placeholders for plugins for commands if possible.
