Extract chord functionality as standalone library

Currently, the interaction with the local chord instance can only happen via TCP sockets. However, it would be preferable to have a chord library exporting its api as Rust functions.

The TCP api interface can then be built on top of this functionality in order to provide the exemplary binary.

Implement successor list using BinaryHeap

Store more than just one successor in the Routing struct but a list of closest successors based on a Vec or BinaryHeap.

Rename NOTIFY PREDECESSOR to NOTIFY SUCCESSOR

Add tests to chord::routing::identifier module

Tests are missing for the following implementations:

• Identifier::as_bytes
• SocketAddrV4::identifier
• SocketAddrV6::identifier
• SocketAddr::identifier
• Key::identifier
• IdentifierValue::identifier and IdentifierValue::deref

Finish find_peer even if one peer does not reply correctly

Cf. src/procedures.rs

Support hole punching (NAT, Firewall)

Current ip address not equal to public ip address

The field current in the Routing struct does not necessarily correspond to the public ip address of this peer. It is taken directly from the config and not verified.

Especially, when setting the config to something like 0.0.0.0:8080, the actual public ip address under which this peer is reachable should be obtained.

Update to 2018 Edition

Add tests for Routing struct

No methods are tested yet in this struct. 😞
