Docker build error Apple M1

Can we fix this?

Apple M1 Pro
Memory 32 GB
macOS 14.0 (23A344)
Docker version 24.0.2, build cb74dfc

When building the provided Docker Image executing "docker build -t gjks-programming-2023 ."), I get the following error message.

1. The missing files are my problem, I'll check later today
2. I think biber is required by Programming
3. SI is desired by Programming. They'll ask for it at camera-ready.
