What "category code" are you using?
I tried the exact shortcode you provided (I renamed one of my categories "Wine Travel Articles") and it works, showing the post title and image.

Hi Bill. Thanks for comments.
The image display is still not working. Attached is a screen shot of the display, display shortcode, and categories. I am also using 270x250 image as the featured image for the post.

Have you added any code to your theme that modifies how Display Posts Shortcode works? Are you sure you have specified a featured image for that post?
