Migrate away from mdtool and use xbuild for iOS

mdtool is mostly deprecated at this point. I believe calls to it are just wrappers for other xbuild calls. All Xamarin Unified API projects are using the msbuild/xbuild engine as well. It would be nice to have this an an option at least instead of just mdtool.

Optional Parameters for Build

Would it be possible to add in an additional configurations variable to the build_commands method? For example, we need to pass in custom build parameters into xbuild to get our build configured properly from the command line.

For example, when we build a project it looks something like the following:

xbuild '/Users/User/Development/MyProj.csproj' /t:Clean /t:Build /p:BuildIpa=true /p:Configuration='Release' /p:EnvironmentConfigs='Ad-Hoc' /p:CodesignKey='Test'
