Background Image Not Being Resized on Low Resolution Devices

When viewing the webpage on a smaller screen device like a phone, the background image does not scale to a size which would allow visitors to see the entire image. Is this working as designed? My background image is 1200px wide just as yours in the repo.

Could there be some sort of workaround for this? Having visitors being greeted with just a large portion of my head and none of my partner visible is a bit disappointing.

Navigation Bar Does Not Work in Chrome

The links in the navigation bar which are supposed to jump to specific sections of the page based on element id, do not seem to work under Version 63.0.3239.108 (Official Build) (64-bit) of Chrome or Chrome on Android. It does work fine on Firefox both in Windows and Linux. Adding the full URL, IE: blahblah.com/#wedding seems to resolve the issue.
