Add api endpoint /api/reports

Should accept a json object containing relevant report creation details:

so stuff like:
time <- time reported was created by agent as a unix timestamp
location <- some location ex: london
agent <- id of exsisting agent, otherwise create the agent first with /api/agents

and an array of image objects (base64 encoded for now)
images [

"location": "wp-1" <- assuming agent runs a route with multiple waypoints, should probably tag location of img

1. Should verify digest (similar to rest of api).
2. Save report to db (report table)
3. Save images to data/images -> image reports (look in app.config it has the path)
4. Store img filepaths/names in the db (image table)
