failing to install package when trying through composer

Problem 1
- estey/hipsupport v1.0.0 requires hipchat/hipchat-php dev-master -> no matching package found.
- estey/hipsupport 1.0.x-dev requires hipchat/hipchat-php dev-master -> no matching package found.
- estey/hipsupport 1.0.x-dev requires hipchat/hipchat-php dev-master -> no matching package found.
- Installation request for estey/hipsupport 1.0.*@dev -> satisfiable by estey/hipsupport[1.0.x-dev, v1.0.0].

Potential causes:

• A typo in the package name
• The package is not available in a stable-enough version according to your minimum-stability setting

APC Cache doesn't work

If APC cache is used, Artisan can't be used to go online and offline.

Preferred fix would be some way to configure what store is used for the online/offline value.
