Fix installation of Stackriver Logging and monitoring agents to the VM image
Using GCP's documented way of installing Stackdriver agents (google-fluentd) leads to incorrect repository URL for Fedora and thus the RPM installation fails.
Either change the repository configuration or fix it after Google's official script. These scripts are called from the create script that is executed during build on the spawned temporary virtual machine.
EL8 binaries should suffice if no Fedora distribution (probably not) exists in the remote URL.
