Allow page refresh

Right now on Github pages, refreshing a page gives a 404.
Tried to use the base name, but that doesn't appear to be working.
facebook/create-react-app#1765

7 wonders calc had this same problem but adding the base name fixed it.
But 7WC also uses Reach Router

Let a user know when they are the Czar

• Toast user when they become a Czar

Track Winning Combos of black and white cards

The app needs to track the winning combos of black and white cards so that we can have a "Hall of Fame" combos. Kind of like a high score tracker.

Allow user to pick decks for CaH Game

We pull CaH card content from: https://crhallberg.com/cah/
and store that content in src/contants/cards.js

Currently we play with the base deck. We can statically set the cards used in ALL the games that users will play, but it would be better if we had checkboxes with the different decks during the game's creation. This allows users to pick the decks for their game specifically.

The data from crhallberg has the "ids" of the cards at the bottom so we could probably use this to slice out the cards that a user wants to play with.

Share Game URL

As a game host, I'd like to hit a share button, while waiting for the game to start, so that I can send a Join URL to a friend.
