Cannot work in windows

    os.mkdir(pip_cache_data_dir)
E   FileNotFoundError: [WinError 3] The system cannot find the path specified: 'C:\\Users\\runneradmin\\.local\\share\\pip-cache'

I advice use platformdirs's user_data_dir() to replace hard encoded .local/share.

__main__

A __main__ will allow CLI access via a specific interpreter.

python3 -m pip_cache 
/usr/bin/python3: No module named pip_cache.__main__; 'pip_cache' is a package and cannot be directly executed
