Terraform module works to setup inlet/outlet on an ec2 machine

• Terraform module created to setup and configure ockam nodes on ec2
• Terraform provider repo is deprecated once the above is done
• Terraform module is pushed to Official terraform module registry

Add init test to CI

To prevent future situations like this lets add to current CI workflow test after successful release stage. The test can be simple as running terraform init.
