A snapshot (and potentially 2d markup) + textual comments, is a good step
forward, but what about richer media types such as narrated video?
e.g User records a short screen capture + explanation and posts that as
the 'comment' to a top.
Could be implemented as media embedded in bcfzip (a-la snapshot.png)
or as a HREF attribute of a comment which posts to externally hosted video

There's a possibility add URLs to topic. See https://github.com/BuildingSMART/BCF/tree/master/Documentation#documentreference-optional. I don't think it makes sense to start carrying very heavy loads in the files.
