Invalid IP configurations are generated

Create data can generate invaild versions of IPs. This is more likely when the IP has a lot of configuration options, like microblaze. There seems to be no error checking to catch this. The checkpoint is made just fine, but it contains a design where synthesis/implementation has failed. Then, when core.tcl is ran on the dcp, it fails to generate a vaild json file because it fails while polling the design properties. Unfortunately, the json file is still generated. Because of all this, the iprec flow finally fails when trying to read the json file. There should be some sort of error checking during create data to retry randomizing properties if the configuration fails.
