[Check_rec] |Check the level of title

In check_rec, if there are titles, check that there is no level 1 title (#) and at least one level 2 title (##).

The typical case to avoid is when we have only level 3 titles (###).

[Check_rec] Report if a climbing site is created without any associated routes.

In the check_rec procedure, add a report when a waypoint of the type "wtyp=climbing_outdoor " is created but no route associated. There should always be a route called "pedestrian access", to allow creating an outing without precising all the routes.

It would be nice if the procedures check_rec and clean do not proceed the "Point Cardinaux" correction in the "Ressource externe" section.

In the reports, when done over more than 1 day, it would be nice to have the date and not only the time.

Exclude maps from check_rc

API entry point is missing for maps on API

[Check_rec] Check grading changes

The idea is to make a change of grading visible.

If a grading did exist and the value change, we should a report so that user can discuss the change if they disagree.
