Make derby dependencies "provided"?

Hi

just having a look at this project and it looks exactly like what I need :)

Just one thought, however; in order to support any version of Derby, perhaps the dependencies should be supplied as "provided" scope, and set in the plugin's <dependency> section. This obviously assumes that the API will not change at all, and makes using the plugin slightly more fiddly, but I think it's worthwhile.

Proposal: skip execution on -DskipTest

In most scenarios the execution of derby-maven-plugin becomes pointless when tests are skipped.

In order to skip Derby execution, I can add -Dderby.skip to the arguments and to any profiles that cause skipping of tests.

To simplify this, I would like to change derby-maven-plugin to

  • check the UserProperties for skipTests
  • check the active configuration of maven-surefire-plugin for <skipTests> elements

and respect any skipping information found therein.

IMHO, this should be active by default. There could be a new option ignoreSkipTest that optionally restores the previous behavior.

@carlspring What do you think of this? Should I go ahead?
