ServerWorker.send() needs to be synchronized

Because multiple threads are talking to ServerWorker.send(). It needs to be synchronized. I kept getting corrupt streams until I synchronized this method

Server no longer runs

As of commit 5da51b3, I'm unable to start the server by running starvationevasion.server.Server.main().

PolicyCard.getCardType() always returns null

Searching the code shows this field is never set.
