Error installing on linux mint 20

I'm running mint 20 I have an error when trying to install eviacam using your script.

checking opencv version... Package opencv was not found in the pkg-config search path.
Perhaps you should add the directory containing `opencv.pc'
to the PKG_CONFIG_PATH environment variable
No package 'opencv' found

Done. Command to run: eviacam

So I wendt to install opencv.
sudo apt install libopencv-dev python3-opencv
Reading package lists... Done
Building dependency tree
Reading state information... Done
libopencv-dev is already the newest version (4.2.0+dfsg-5).
python3-opencv is already the newest version (4.2.0+dfsg-5).
The following packages were automatically installed and are no longer required:

I'm guessing I need an older version,
Not sure where to go from here. Anyone else found this error and figured out a fix?
