'nova' user doesn't exist and file creation fails

With the latest changes for nova_resize, if we reprovision the nodes and install openstack from scratch, nova_resize class gets executed first before there is any 'nova' user created by nova package. Due to this, the execution fails and gives errors in puppet run. Need to fix the order of execution.

Modify this script so that it won't touch nodes 11,12,13, 14. - script gen_ceph_intf_file.sh.erb(in templates for moc_openstack module)

The current script, if we run for node 11,12 ,13and 14 will get IP addresses 11,12 ,13 and 14 which collide with storage nodes. So we need to modify them so that they will not have ip addresses - 11,12 and 13,14

MTU sub-optimal

Would be preferable if it was set to 9000. Devices in NE currently support 1500. Having to set to 1450 inside tenant vms on 9 nodes for vxlan overhead.
