I would propose that the CIP file names should:
a) have the title prepended
b) be 0 padded to keep lexicographic ordering

Update CIP-13 to add minfee.GlobalMinGasPrice

Description

New gov-modifiable parameter minfee.GlobalMinGasPrice has been introduced recently in this pr. Add it to the CIP's module parameters list.

Update CIP-6 to accurately reflect the current state of implementation

Description

CIP-6 was implemented and merged view pr: https://github.com/celestiaorg/celestia-app/pull/3094/files#diff-008f85e59c1e0f88e9ad4be82fd1a15f29261f9b9d1a71a19488c58b94fef363R200

cip-6.md reference implementation should be updated to reflect the changes.

	## Security Considerations
	All CIPs must contain a section that discusses the security implications/considerations relevant to the proposed change. Include information that might be important for security discussions, surfaces risks and can be used throughout the life cycle of the proposal. For example, include security-relevant design decisions, concerns, important discussions, implementation-specific guidance and pitfalls, an outline of threats and risks and how they are being addressed. CIP submissions missing the "Security Considerations" section will be rejected. An CIP cannot proceed to status "Final" without a Security Considerations discussion deemed sufficient by the reviewers.
	The current placeholder is acceptable for a draft.

Problem

This section of CIP-12 still contains the template boilerplate.

Proposal

Replace the boilerplate with content specific to CIP-12.

bug: `Error: HttpError: Review cannot be requested from pull request author.`

Problem

The workflow works for PRs not authored by myself, @YazzyYaz or @ebuchman. If we are the author of the PR, it will not work based on the error: Error: HttpError: Review cannot be requested from pull request author.

Solution

Modify workflow to not request if the author is an editor.

Consider havng squash and merge rule for Pull Requests

Currently, all commits in the PR are merged into the main, which is often dirty. I propose to enforce squashing so that each PS produces one clean cumulative commit of all the changes in the PR
