Syntax highlighter for nested block comments to be added

The highlighter should accept nested block comments.

/*
------something------
/*
------something------
*/
------something------
*/

The present situation is: For the above code only the first 5 lines are highlighted.
Expected: All the lines should be highlighted as comments.

differenciation between single and double quotes in chapel-tmbundle

related to #20 is as well ,
The plugin currently differenciates between single and double quotes , as observed in VS-code plugin , which results in the bundler checking for errors like

(using github plugin)
writef("this is something");
writef('this is something');

using VS-code

This difference is apparantly not visible in GH-plugin, but using it more harshly I could say, shows this error ?(done using lightshow)

'here' is not correctly highlighted

vscode with Chapel plugin.

Add new keywords

Needs owned/shared/borrowed/unmanaged/override.

Also make sure it has throw/throws.

Double Quote inside single quoutes breaks the syntax highlighting
