Add RSTB functionality

Add RSTB functionality to the toolset, including the ability to change the set size of a resource in the RSTB.

IO.Sarc has no package method

Currently, SARC is able to unpack SARC files, but not re-pack them.

Add 'Unsaved Changes' pop-up dialog

If changes are made to any file open in any of the tabs (excluding the dashboard), and the user attempts to exit the toolset, there should a yes/no popup along the lines of "There are unsaved changes. Are you sure you want to exit?". This will help the user from accidentally quitting the program and losing changes they've made.

GridColors.MaterialColors is unfinished

The array of material colors is unfinished - every color needs to be put in with an additional optional comment including material index & description.

TSCB bitmap image - huge memory usage on high zoom levels

The TSCB tab's bitmap image takes up a lot of memory (1GB+) when using high zoom levels - like 6 through 8. This is likely due to the gigantic size of the image (65536 x 65536 on the highest zoom level IIRC). Image compression may be needed, if possible.
