Based on Freenode's Sigyn, this bot looks through each message and checks to see if a configured number of users has been mentioned, if it passes, the user is either killed, k-lined, or g-lined (configurable)

Add a percent of error filter and punish accordingly

Basically now it's 3 strikes you're out. What this does is if users Barry Jerry and Larry are mentioned but there's a bunch of words inbetween, it can be configured to not punish.
Example: Jerry is nice, Barry is ok, but Larry is the guy man would normally punish, but if the "percent mention" is 80% or higher, this would be treated as a normal message.

Add config option for users mentioned until punishment

ChewChat IRC server option

1. If a user mentions all Notifico (Not-XXX) bots in one messge, then they are G-Lined. (Channel Specific (Add channel customization))

2. If a user mentions more than 3 users with a hostmask of *!*@network/bots/XXXX/XXXXX in one message, they are G-Lined

3. If a user mentions more than 3 network staff in a message, they are G-Lined

4. If a user mentions multiple other users in on one message on a channel, and those other users are +o or higher, they are G-Lined

Don't punish if the same user is mentioned multiple times

Add k-line and g-line support
