[Feature]: API failure alert

Incorporate an alert system that texts or emails when an API issue is detected

Anything that relies on the auth server will go down if the auth server fails

It would be good to have some sort of alert notification system so that when something fails to get an alert with the error message, timestamp, request header, etc.

Examples:
Running out of API calls
Incorrect API keys
Other auth failures
Timeouts (maybe if subsequent based on a log)
AWS failure (needs to be AWS account level since if the instance is down it cant trigger anything)

[Bug]: Existing deployment

Currently in the deploy workflow if there is already a current deployment running in AWS CodeDeploy the workflow will fail.

Add a check + wait loop or cancel already running deployment.

[Feature]: Isolated services

Isolate auth services via screen or docker container.

This will simplify the process of hot swapping and narrow down any downtime to a specific service and not all auth services.

Update run commands based on service availability and route accessibility.

[Feature]: Run install from app packages

Currently installed packages all come from auth server package.

More ideal to install all packages from package files of all included apps.
