Rework database build

Currently all lives in extract.py which should be a library called by a new build_database.py.

Lab Stats format has changed

On 30 March, OSDH changed the format of how individual lab statistics are reported

Supplement case stats with sit reports until EO report posted

Currently no EO report for 28-29 March. Not posting on weekend?

Capture OSDH detailed stats each day

As of the 28 March situation update, OSDH has stopped including the detailed stats.

Have noticed some instances where the initial load of /executive-order-reports does not have the most recent pages listed and therefore is not available to the crawler. Might consider an action that takes a parameter to fetch a specific page.
