Implement Packer plugin which permanently sets a desired collection of environment variables

Using setx on Windows and /etc/bash.bashrc on Linux.

When the key is PATH, the value(s) should be appended. Will be done during #2.

setenv on Linux is not sufficient, as it only propagates the variable to sub-shells.
