New docker container has wrong version of PHP in it

When I start version circleeh/pocketmine:3.17.4-1827

[ERROR] Selected PHP binary (/usr/local/bin/php) does not satisfy some requirements.
 - PHP >= 7.3.0 is required, but you have PHP 7.2.11.
[ERROR] Please recompile PHP with the needed configuration, or refer to the installation instructions at http://pmmp.rtfd.io/en/rtfd/installation.html.

Also I tried to migrate my world an instance of the server running outside of docker and it couldn't load the world when I copied it to the path after running https://pmmp.readthedocs.io/en/rtfd/installation/get-dot-pmmp-dot-io.html

Do you use a different format or something?
