Add forecasting cost to budget usage

Create forecast costs for future dates from your budget.
This forecast is based on budget's past usage.

This feature applies to the following widgets in the console:

Improve autocomplete for cost tags and additional info

Currently, tags and additional info fields are of object type.
In the case of object type, it is not possible to use a query that makes the distinct keys in the database, so it must be implemented in a different way.

We plan to manage tags and additional info keys through the key list management table.
