It looks like BIND 9.14 isn't a real release yet; 9.13 is the dev branch that will eventually be renamed to 9.14 once 9.13 is stable enough. However, 9.13.3 features the updated EDNS support, including non-support for non-compliant EDNS.
We're currently using 9.13.2, which is a minor patch away from the EDNS changes. I'll be upgrading to 9.13.5 today which contains 9.13.3's EDNS change, plus some other fixes. We'll be moving to 9.14 once it's released.
