Improve the coverage to 100%

Like what @jayvdb mentioned at issue#67.)) Here the coverage of " langserver.py" file can reach to 100%.

langserver.py: Unused import traceback

Uses outdated .coafile format.

Uses implicit version of the .coafile.
Needs to be updated.

wrong python file name on README

"You'll need python version 3.5 or greater, run pip3 install -r requirements.txt to install the requirements, and run python3 langserver-python.py --mode=tcp --addr=2087 to start a local languager server listening at port 2087."

the "langserver-python.py" should be changed to "coala-langserver.py"

Convert to installable package

The server should be an installable pypi package.

Use https://gitlab.com/coala/mobans/ for project metadata and setup files.

We need to add evaluation to understand the performance of our language server.
